OSS 2 Project Completion

25 January 2011  Skopje

The One Stop Shop 2 Project Office and the Ministry of Economy held a joint presentation of the OSS2 Project outcomes, thus marking the successful completion of the Project.

The Minister of Economy, Mr. Fatmir Besimi gave a brief introduction to the One Stop Shop Phase 2 Project, which is part of the World Bank’s BERIS (Business Environment Reform and Institutional Strengthening Project) Project. Mr. Vladimir Pesevski, Vice President of the Government spoke about the relevant regional developments, and Mr. Vancho Kostadinovski of the Central Registry of RM followed with brief history of the evolution of e-gov services for the business community which were carried out in the Central Registry.

Guest speakers at the presentation were also Mr. John Murray from Enterprise Registry Solutions from Ireland, who spoke of the importance of the new solutions, which make the Central Registry reach a more mature level and compatibility with relevant European institutions, and thus be included in the upcoming pan-European initiatives. Dejan Damjanovic and Andon Rumenov of Reaktiv presented the scope of the Project, the key benefits for the Central Registry and the Ministry of Economy on one hand and the entire business community on the other.

The first reaction of the expert community was content with the solution e-bankruptcy, especially regarding the ease of use as well as the new level of transparency that is reached. The integrated solution for managing bankruptcy procedures enables full monitoring of the procedure online, which provides a new level of transparency previously unattained. The list of the active bankruptcy procedures is here. (Macedonian only). The Registry of Disqualified Entities, the so called “Black List” of legal entities and individuals who are temporarily banned from registering a legal entity is also established as a part of this Project Component.

The other two components include the online registration of the trade companies with direct registration of the employees in the Employment Agency and the Health Fund, and electronic registration of pledge and leasing, which shall greatly facilitate the operations of the business community, the citizens and all pertinent institutions and has the potential of becoming one of the most popular solutions within OSS2.

It is expected that the Second Phase of the OSS2 system shall radically improve the business environment, increase the attractiveness of the Macedonian market for the foreign investors by offering more efficient and transparent administrative procedures, and improve the efficiency and security of the electronic services offered to the business community.

The presentation was attended by high representatives of the Government of RM, the Ministry of Economy, the World Bank and the donor community in Macedonia, as well as representatives of the many user groups, such as the Chamber of Bankruptcy Trustees, the Notary Chamber, etc.
