Project Description
The Regional Business Registry Portal (www.bifidex.com) is a platform that directly connects the
business registration authorities from the region. Set as an advanced interoperability engine,
it allows exchange of official registry data supporting creation of numerous value added
services for the entire business community. The Bifidex platform provides official, reliable and
accurate information for the legal entities, as well as their financial data. By creation of
integrated cross-border data mashups, the users can trust the portal in their effort to make
informed business decisions.
REAKTIV’s experience and know-how in the business registration domain, as well as its deep
understanding of the customer needs for trustworthy data was essential for the entire project.
Our team was directly responsible for the development lifecycle of the platform, including
analysis of the data, its value and structure, standardization and mapping of the available
information, design of the data consumer services, full technological implementation, as well as
setting up the strategy for further expansion by including additional registries and
introduction of more valuable services.
The portal initially includes corporate and financial data from North Macedonia and Serbia,
while most of the other registries in the region have already joined the initiative by signing a
Memorandum of Understanding. Many of these have already started internal preparation and are
expected to join very soon
Egyptian General Authority for Investment revamp

Project Description
The improvement of Egypt’s General Authority for Investment and Free Zones (GAFI) and its One
Stop Shop included upgrade of the institutional capacity through process standardization,
optimization and redesign, revision of the proposed regulatory upgrades and providing
technological review and guidelines.
GAFI relied on REAKTIV’s expertise and guidance for improving the ongoing business registration
automation process, as well as planning its further improvement into a single point for business
registration, covering the entire business lifecycle and all legal entity types in Egypt.
REAKTIV also provided a design for a Point of Single Contact licensing mechanism for
orchestration of the activities of 70+ government authorities that provide a specific business
activity related license. The proposed design would allow GAFI to replicate the same setup at
numerous locations across Egypt, which was impossible through an entirely physical approach.
REAKTIV was also required to develop a proposal for standardization and optimization of other
investment related procedures (e.g. streamlining the procedures for registration of employees,
acquiring work permits and visas etc.).
By combining the needs of the institution and its customers, REAKTIV’s domain expertise
maximized the opportunities for GAFI’s One Stop Shop by providing a vision, roadmap and
implementation strategy as basis for its further development.

Project Description
Macedonia’s One Stop Shop project is one of the largest and most significant e-government
projects implemented in the country. Upon completion, it propelled the country to 1st place in
Europe and 2nd place globally in the World Bank's Doing Business in the Starting a Business
indicator.
The project delivered three separate components:
a) electronic filing and registration of legal entities (i.e. businesses, as well as
NGO’s and
other types of entities);
b) system for management of bankruptcy proceedings and;
c) registry of pledges and leases.
Perhaps the most significant outcome from the work performed by REAKTIV is the ability to
register a trade company in Republic of Macedonia online and do this within just four hours,
regardless of whether the registration is done by a native or foreign national. Furthermore, the
project implemented vital capability for interoperability among institutions, introduced proven
standards for data exchange at inter-institutional level, enabled electronic payment of fees and
increased the level of transparency in bankruptcy proceedings, pledges and leases on property.
Employing best practices for submitting and processing business data, the solutions and
associated components complied with both laws for public information as prescribed by Macedonian
regulations and directives and recommendations of the EU for electronic
incorporation/registration. The systems and legislative concepts put in place as part of this
project for several consecutive years kept Macedonia among the top 10 countries globally for
starting a business.
Design of the Lebanese Government Interoperability Framework and Reference Architecture

Project Description
The design and development of the Lebanese Government Interoperability Framework and Reference
Architecture project saw REAKTIV put in place the basis for implementation of government
interoperability in the Republic of Lebanon. Focus of the project was developing and
implementing the regulatory, organizational, procedural and semantic mechanisms that would
enable, as a starting point, implementation of a full-blown One Stop Shop for Business
Registration. To this end, REAKTIV worked closely with the Commercial Registry Committee,
established upon recommendation in the early stages of the project through a decree issued by
the Presidency of the Council of Ministers. Together, the working group managed to drive one of
the biggest recent reforms in Lebanon, aligning the strategies and visions of key business
environment stakeholders, including the Ministry of Justice, Ministry of Finance, National
Social Security Fund and BAR Association. At the successful conclusion of the initial project
scope, REAKTIV was further hired to perform preparatory work for prospective implementation of
the interoperability setup and OSS for business registration, providing support in terms of
scoping required work, prescribing semantic interoperability tools and reconciling legacy data.
Implementation activities are planned to commence in early 2018, estimated to last for two years
and REAKTIV is already hired to ensure the quality of the implementation efforts.
Serbian Construction Licensing System

Project Description
Serbia’s Construction Licensing System is one of REAKTIV’s recent flagship projects, which
positioned Serbia as number 10 globally for issuance of construction permits, leapfrogging the
country from the Doing Business rank 152 in less than two years. Commonly referred to as
eConstruction Permits, the project involved a truly end-to-end reform for Serbia’s construction
permits regime. Starting with business process modeling and re-engineering, REAKTIV enabled
complete unified procedure for completely electronic issuance of construction permits. Based on
the output designs, REAKTIV went on to develop the biggest e-filing and interoperability
solution in the country. Using the solution, applicants today can obtain a construction permit
within less than 20 days, relying fully on electronic regimes of collaboration between
institutions involved in the process. The system allows applicants to file electronically for
any step of the unified procedure for issuance of construction permits, covering the whole range
of steps from choosing the location and relevant permits for construction on-site, through
registration of construction works and obtaining usage permit of the finished construction to
the ownership registration of the completed building. By orchestrating the workflow and
communication of data and documents between more than 1.000 different public organizations,
thousands of public cervants are allowed to make decisions based entirely on digitally signed
documents, construction projects and paid fees.
Jordan One-Stop-Shop for Investment

The Jordanian One Stop Shop for Investment project was staged in two separate phases that, among
other things, delivered the strategy for establishment of a One Stop Shop for investors in the
Jordanian Investment Commission (JIC). As part of this effort, JIC was transformed into a point
of single contact institution for orchestration of investment-related services, offered by a
range of different public institutions in the country. Practical tools which aid and streamline
the day-to-day operations were introduced in Phase I, including reengineered and streamlined OSS
processes, organizational restructure with re-defined roles/mandates, a standardized application
form capturing relevant data, case tracking and reporting mechanisms and strategic roadmap for
further development of the institution. Phase II represented a continuation of the work done in
Phase I, expanding scope to include optimization focused on the business licensing segment. It
culminated in the delivery and launch of JIC’s Electronic Investment Window – an online solution
supporting interaction between investors and the JIC. The solution is an online point of single
contact for investors, which has the procedural, organizational and other improvements made over
the course of both phases built in. In this sense, it allows investors to submit requests and
relevant data electronically, captures and stores processed data electronically, thus serving as
a management information system and also incorporates a Content Management System, which enables
publication of relevant marketing and other information on JIC’s accompanying, new website. As
such, it provides more than a sound basis for further development of a fully-online service
provisioning channel for JIC.
Kuwaiti One Stop Shop for Business Registration High Level Feasibility Assessment

REAKTIV’s engagement with Kuwait’s government yielded a high-level assessment of the potential
'or implementation of a One Stop Shop for business registration. Key stakeholders involved in
this undertaking included the Kuwait Business Center as the established registration and
licensing authority under the Ministry of Commerce and Industry, Kuwait’s National Fund, tasked
with developing the SME sector and fostering an environment conducive to entrepreneurial growth
and Kuwait’s Direct Investment Promotion Agency, responsible for stimulating foreign and
domestic direct investment. Upon identifying all impacting factors, existing enablers, key
challenges faced and the interaction of the three key stakeholders with the wider business
ecosystem, REAKTIV’s team worked on and successfully formulated a strategy and action plan for
establishing OSS in Kuwait. Among other things, it included an overall vision for the Kuwaiti
context, recommendations based on key OSS principles, plan for harmonization and synchronization
of effort and proposed program for reforms, covering immediate next steps.
Insights
New look for the Central Registry of Republic of North Macedonia – and that’s only
half of it
REAKTIV helps Serbia become top 10 global jurisdiction for issuance of construction permits
The eConstruction Permits project implemented by REAKTIV in Republic of Serbia during
2015/2016 helped the country jump 116 places in the World Bank Doing Business 2017 ranking
for dealing with construction permits. Serbia was previously ranked 152nd in this category
and soared to 36th place globally upon delivery of the eConstruction Permits platform, all
within a period of less than a year. REAKTIV was instrumental in delivering the reform by
designing and developing the technological platform for issuing electronic construction
permits. This unified platform in the first 18 months of operation completely transformed
the entire construction permits eco-system in Serbia, helping the investors to boost the
construction industry by almost 20%. This fantastic result is a testament to REAKTIV’s
success in effectively transforming the daily digital operation of more than 1,000 different
local and central government institutions in providing quality e-services to the investors
in the country.
World Bank recognized this achievement in its Doing Business 2018 report by awarding Serbia
10th place globally for its efficient regime for issuance of electronic construction
permits.
Destination Egypt: upgrading GAFI’s One Stop Shop
As of October 2017, REAKTIV’s team is on a mission to improve Egypt’s One Stop Shop for Investor
Services, part of the General Authority for Investments and Free Zones (GAFI). Egypt has
recently embarked on an ambitious economic reform program that focuses on boosting private
sector growth by investing serious effort into creating a conducive and competitive business
environment. REAKTIV has the exciting opportunity to play a key role in supporting one of the
biggest MENA nations upgrade its G2B investment services portfolio by enhancing all major
related aspects: legislation, organizational structure, process improvement, as well as IT

Bridging borders – Regional Business Registries Portal
Economic integration is a strategic priority and milestone on the path to EU approximation for
Balkan-region countries. Facilitating cross-border economic activity is best supported by
transparent and readily available information about companies doing business, regardless of the
country they happen to reside in. The European Bank for Reconstruction and Development (EBRD) is
supporting the Serbian Business Registers Agency (SBRA) and its peer institution the Central
Registry of Republic of Macedonia (CRRM) to establish a regional IT platform that will link the
two agencies and provide data and value-added services to the community, thus facilitating
cross-border business and regional economic growth.
Given its vast experience and proven track record in the domain, REAKTIV is proud to announce it
has been selected to design and deliver this portal, as well as the value-add services to be
offered. Work has recently commenced and launch of a pioneering and revolutionary solution is
expected in the first half of 2018. This, however, should only mark the beginning! Considering
the willingness of other Balkan countries to join the initiative, already confirmed through
signed MoUs, the Regional Business Registries Portal has the potential to cater to a population
of approx. 70 million, with total of 2 million companies and value of cross-border trading in
the vicinity of EUR 20 billion.

Presenting BIFIDEX – the Business and Financial Data Exchange portal
The portal is intended as a forum for BusIness and FInancial Data EXchange (hence the name –
BIFIDEX) and will provide companies and investors easy access to services based on official
information, sourced in real time directly from registry institutions in the region. It
currently holds over 500,000 company profiles, with information about ownership, governance,
financial reports, calculated KPI’s and various macro-economic statistics.
Looking ahead, the portal will provide registered data on all 2+ million companies in the
Balkan region. Value-add services will help businesses and investors realize opportunities
by making informed decisions about all businesses in the region, irrespective of the
jurisdiction they are registered in.
Among other things, the portal will deliver:
Real time information on business partners, competitors or clients,
Event-based tracking of registered changes (i.e. address or ownership change) for
businesses, with instant notifications;
Full scope of information related to compliance and regulatory requirements (eg. KYC);
Macroeconomic data by industry, sector, size and other factors;
Financial trends, industry comparisons, calculated KPI’s and other analytical reports;
Services facilitating cross-border business activities and other.

CRF 2019 is now over, many opportunities ahead
The CRF 2019 Conference is now over. Together with 190+ participants from 65 countries we
reviewed the latest developments in corporate registers worldwide and discussed challenges,
opportunities and trends.
REAKTIV hosted 3 work sessions, including the keynote session of the event. Members of REAKTIV’s
team who were also invited as speakers presented our regional cooperation and cross-border data
exchange vision as the driver for introduction of value-added data services. Our focus, as
always, was the need of reliable and accurate information for the business community and the
public.
It was an honor and pleasure to share information and experiences along with so many domain
practitioners. Our team had the opportunity to personally discuss different development cases
with representatives of many jurisdictions, some of which we were invited to personally visit in
the next few months. We are looking forward to once again meet our new friends and do what we do

New look for the Central Registry of Republic of North Macedonia – and that’s only half of it
REAKTIV is proud to announce the successful completion of the Joint Platform for Starting
Business initiative, which delivered an interoperable solution that connects the Central
Register, the Public Revenue Office and the Employment Agency of North Macedonia. It is an
exceptional example of governmental agencies working closely together to streamline and improve
ease of doing business by supporting simultaneous corporate, fiscal and social security
registration when establishing a new business.
As part of the same initiative REAKTIV delivered a completely new portal for the Central
Registry, with a modern, intuitive design and advanced features and functionalities. At its
core, the portal includes a comprehensive service catalogue that helps users navigate to the
desired service and related information with ease. A range of new free services and informative
content were also added as part of the Open Data initiative sponsored by the Government of North
Macedonia and are now available via the portal.
The project represents the first step in fulfilment of the Central Registry’s vision to become a
service-oriented, paperless organization and true point of single contact for businesses in the

Designing Jordan’s Integrated Business Registry and Online Registration System
As of September 2020, REAKTIV is engaged by the International Finance Corporation (IFC), a
member of the World Bank Group, to support the design of an Integrated Business Registry and
online business registration system in the Hashemite Kingdom of Jordan. The endeavour is part of
the wider Investor Journey Reform Program, championed by the Government of Jordan to improve its
business environment and G2B services.
Our experts will be responsible for defining the vision of Jordan’s future integrated business
registry and translating it to a comprehensive system design, organizational setup and
implementation roadmap. Working alongside an ongoing legal and regulatory reform project, the
team is expected to deliver, among other things, a bespoke solution that will deliver meaningful
benefits and cater to the specific local context.
Given our history in Jordan, the team is extremely excited with the opportunity to use our
expertise and understanding of the environment to do what we do best - setup a sound basis for a
modern and efficient business registry solution that will serve as catalyst for future economic
growth. The project is set to last until mid-2021 and we hope to share more good news shortly.
